The newly appointed head of Britain's MI6, Blaise Metreweli, is set to deliver her first public address, cautioning that the "front line is everywhere" due to increasing threats facing the United Kingdom, particularly from Russia.
Metreweli, who assumed her role this fall, is the first woman to lead the Secret Intelligence Service in its 116-year history. Known within the service as "C," the chief is the only MI6 member whose name is publicly acknowledged.
During her speech at MI6 headquarters in London, Metreweli is expected to outline the increasingly complex array of threats confronting the UK. These include technological advancements being used for malicious purposes, the manipulation of information, and ongoing risks of terrorism.
She will also address the significant danger presented by Russia, which she is expected to describe as "aggressive, expansionist, and revisionist," as well as other hostile entities.
Metreweli is expected to say that the intentional creation of disorder is a key element of Russia's interactions on the global stage. She will likely add that the UK should anticipate this behavior to continue until Russian President Vladimir Putin is compelled to reassess his strategies.
Security experts have noted that Russia has been conducting a hybrid war against Western allies of Ukraine following the full-scale invasion. Within the UK, authorities have reported instances of Russian-supported individuals setting fire to facilities connected to Ukraine.
Across Europe, there have been reports of drones near airports causing flight disruptions, violations of NATO airspace over Poland and Romania, and damage to underwater cables in the Baltic Sea, raising concerns about potential sabotage. Russia has not claimed responsibility for any of these incidents.
Metreweli is also scheduled to highlight the critical need to master technology across all areas, from laboratory research to field operations and MI6's core practices. Previously, she headed the service's technology and innovation divisions, a role that inspired the character "Q" in the James Bond films.
She is expected to state that MI6 operatives must be as proficient in computer code as they are with human intelligence sources, and as fluent in programming languages like Python as they are in other languages.
Metreweli will conclude her address by emphasizing the vital role of human action in countering threats to the UK's security.
She is expected to say that the primary challenge of the 21st century lies not only in who possesses the most powerful technologies, but in who guides them with the greatest wisdom. She will argue that the UK's security, prosperity, and fundamental values depend on making the right choices.

The MI6 chief's speech follows a recent address by British Foreign Secretary Yvette Cooper, who emphasized the threat of information warfare. Cooper stated that the government had imposed sanctions on numerous organizations and individuals involved in "delivering Russia's information warfare," as well as on two China-based companies for their "vast and indiscriminate cyber activities against the UK and its allies."
Earlier this year, MI6 launched a dark web portal to attract potential spies, with a particular focus on individuals in Russia.
